Key Changes to Active and Terminated Award Oversight

USAID is implementing major updates to the management of both active and terminated awards. Effective July 1, 2025, oversight of active USAID awards transitioned to the US Department of State. Effective September 2, USAID headquarters will manage terminated awards with a new centralized process for terminations and closeouts.

Key Changes

Active Awards (effective July 1)

> Oversight transitioned to the Department of State.
> Department of State will make payments for active awards.
> Submit invoices to: FA_Invoices@state.gov.
> USAID will continue to process awards paid via letter of credit (via Payment Management Services).

Terminated Awards (effective September 2)

> USAID headquarters will manage all terminations and closeouts.
> Dedicated Acquisition and Assistance teams will handle termination actions.
> Submit termination-related documents to the appropriate mailbox based on your organization’s name:

> Include award number in all submissions.
> Appeals under assistance awards should be sent to: compliance@usaid.gov.

What Implementing Partners Need to Do

  1. For active awards, submit invoices directly to Department of State.
  2. For terminated awards, submit termination and closeout documents to correct USAID mailbox based on your organization’s name.
  3. Include award number in all correspondence.
  4. Direct general questions to: IndustryLiaison@usaid.gov.
