Rob McDonald has over twenty-three years of experience in consulting and financial advisory services, forensic and litigation consulting, financial analysis, fraud investigations, and government service. He has advised major law firms, Fortune 500 companies, mid-sized and small companies, and government agencies.
Mr. McDonald specializes in government contract consulting and financial advisory. He provides cost recovery, profit maximization, and risk management services to government contractors and federal government agencies. He also provides financial fraud consulting services and dispute services to commercial and government clients.
Mr. McDonald’s industry experience consists of a variety of sectors contracting with the federal government, including aerospace and defense, manufacturing, business and professional services, technology, cyber security, healthcare, construction, energy, engineering, and not-for-profit. His commercial experience includes industries such as manufacturing, financial services, high-tech, telecommunications, and energy/utilities.
Mr. McDonald has experience with government contract acquisition matters, from competitive procurements to commercial item exemptions, as well as General Services Administration (GSA) Schedule and other government-wide acquisition vehicles. He has expertise advising companies obtaining and undergoing audits of GSA Schedules and defending in asserted price-reduction matters. Many of his engagements involve application of the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and other federal government procurement regulations. Further, he has extensive consulting experience related to False Claims Act issues, along with other corporate fraud-related engagements involving alleged financial statement misstatements, asset misappropriation, and corporate ethics violations.
Mr. McDonald’s forensic consulting experience includes quantification of damages in contract disputes; public contract claims; government and commercial fraud investigations; forensic accounting; asset and public contract pricing; government and cost accounting analysis; evaluating adherence to Generally Accepted Accounting Principles (GAAP); transaction disputes; and related forensic accounting engagements. He provides strategic advisory services including analysis of financial statements, mergers and acquisitions due diligence and integration, and calculations of value.
Mr. McDonald’s case experience includes contract disputes involving the federal government and prime and subcontractors; fixed price and cost reimbursable contract type transitions; general government acquisition matters; white-collar financial investigations; and damages quantifications in business disputes and fraud investigations. Additionally, he has experience formulating and executing compliance studies and programs driven by government and financial regulatory requirements. He has worked with corporate boards and outside committees and is well versed in corporate governance best practices.
Mr. McDonald is a Certified Public Accountant licensed in Virginia, a Chartered Global Management Accountant, and a Chartered Financial Analyst. He is also Certified in Financial Forensics by the AICPA.
