Colm Gibson is a Managing Director in BRG’s London Office, heading the Economic Regulation practice for Europe, the Middle East and Africa. He has over 35 years’ experience in energy and regulated industries.
Mr Gibson is an expert on competition and regulation, utility pricing and price controls, regulatory finance, market design, tariffs, regulatory strategy, special administration, and incentive design. He specialises in producing evidence and reports to support companies and regulators in price control negotiations and in preparing and reviewing regulatory business plans. He also supports clients preparing to challenge regulatory decisions, including price controls.
Mr Gibson has led commercial, pricing, price control and regulatory negotiations with companies, regulators and government bodies across UK and European utility sectors, including energy, water & wastewater, rail and broadcasting. He has held senior regulatory, strategic, policy, competition and compliance roles in both the public and private sectors, and has supported over 25 price controls and appeals.
Mr Gibson has provided expert advice in national and international energy arbitrations and disputes, and on valuation matters for energy and water assets. He has advised international investors on preparation for Bilateral Investment Treaty claims in the event of expropriation, and on the operation of Special Administration regimes.
Mr Gibson’s expertise is widely recognised. He is regularly interviewed by, and quoted in, the media, including BBC TV and radio, Sky News, and international outlets (including Bloomberg, the Financial Times and Frankfurter Allgemeine Zeitung), as well as national newspapers (including The Times, The Telegraph, The Guardian, The Sunday Times, the Observer, Daily Express and City AM) and industry journals (including Infrastructure Investor, Utility Week and International Financial Law Review). He is also recognised as a top energy expert and “Thought Leader” by Lexology.
Mr Gibson has written and contributed to various textbooks, articles and other publications, including writing chapters on economic regulation of the water industry in the Encyclopedia of Law and Economics (ISBN: 978-1-84720-343-4), the water industry Special Administration Regime in the Financial Times (March 13, 2024) and the role of market experts in gas price review arbitrations in “Gas Price Arbitrations: A Practical Handbook” (ISBN: 978-1-905783-77-9).
