Robert Rogowsky has offered expert testimony on topics related to international trade, including safeguards, trade remedies, and Section 337 issues (such as domestic industry, public interest, and remedies).
He has also testified before Congress on matters involving international trade and is a frequent speaker at academic, corporate, and governmental conferences and organizations worldwide.
Dr. Rogowsky also serves as the program chair and professor of the International Trade and Economic Diplomacy program at the Middlebury Institute of International Studies at Monterey (California). Previously, he spent two decades at the US International Trade Commission (ITC), where he served as director of the Office of Industries, chief economist, and director of Operations. During his tenure, he oversaw antidumping and countervailing duty investigations, as well as maintenance of the Harmonized Tariff System. He served on the President’s Performance Improvement Council and on the board of the US International Trade Data System. Prior to his work at the ITC, he was the acting executive director at the Consumer Product Safety Commission and deputy director of the Federal Trade Commission’s Bureau of Consumer Protection.
