Matthew Moshcel

Matthew Moschel is an associate director in BRG’s Health Analytics practice. He specializes in healthcare litigation analytics and the analysis, reconstruction, and validation of large and complex healthcare datasets, including claims data, electronic health record (EHR) data, medical record review data, Medicare risk adjustment data, and other transactional sources used in healthcare litigation, investigations, and advisory matters.

Mr. Moschel has supported matters involving claims adjudication, Medicare risk adjustment, Risk Adjustment Data Validation (RADV) audits, medical necessity review, DRG (Diagnosis-Related Group) and HCC (Hierarchical Condition Category)-related analyses, payer/provider disputes, healthcare damages, hospital performance improvement, and large-scale chart review workflows. He has analyzed back-end EHR data, audit logs, clinical documentation, diagnosis histories, orders, provider activity records, and related source tables to evaluate documentation practices and reconstruct user and system activity.

Mr. Moschel designs secure SQL server-backed review platforms and custom database applications for protected health information (PHI) and other sensitive healthcare data, including reviewer assignment queues, audit trails, quality control processes, validation rules, productivity tracking, and client-facing reporting outputs. He works closely with physicians, coders, economists, counsel, and case teams to translate complex review logic into reliable, auditable workflows. His work emphasizes data accuracy, efficient reviewer processes, defensible analytic logic, and clear presentation of technical findings for expert reports, schedules, exhibits, settlement analyses, and deposition support.
