Lieza Wilcox has over twenty-five years of experience as a commercial executive, consulting expert, and analyst in energy project development and operations.
She brings leadership experience as a commercial vice president in a state corporation undertaking development of a major gas pipeline and liquefied natural gas (LNG) project; and working on major Federal Energy Regulatory Commission (FERC)-regulated pipelines and projects at an oil and gas major. She has experience in long-term planning, evaluation of capital investments, reserves processes, operations and management of joint ventures, budgets, project prioritization and performance management, government relations, taxation, strategy development, and organizational change processes. She provides advisory clients with experience-driven industry insight and delivery capability to support their negotiations, strategic project development, or evaluation efforts.
Ms. Wilcox led a complex consulting engagement for a natural gas utility in Alaska, advising the client on option selection and project development of a new LNG import option due to anticipated shortage of locally produced natural gas. She has testified as an expert witness in commercial matters related to gas sales and transportation agreements in Alaska and in FERC-regulated agreements for gas originating in the Utica basin. As a project manager, she has conducted valuations of upstream unconventional assets in the United States, advised on appropriate reserve risking methodologies for onshore and offshore production, analyzed commercial issues related to gas and natural gas liquids (NGL) transportation in the context of disputes, and conducted a gas market and asset evaluation for a midstream merger and acquisition transaction. She has experience managing upstream and midstream operations within standard industry partnership agreements, as well as analyzing claims of agreement violations in the context of disputes.
Ms. Wilcox also has experience in valuation of solar and wind energy operating assets and project development portfolios in the US, including implications of federal tax incentives.
