Elżbieta Głowicka

Director

Dr. Elżbieta Głowicka is a competition economist with professional experience in economic consulting, competition law enforcement and academia. She specialises in private litigation, merger control and State aid matters and has advised clients in competition cases across jurisdictions including Poland, Germany, Austria, Slovenia, Finland and Brazil, as well as the European Commission (EC). She has extensive expertise in the evaluation of European State aid rules and has contributed to retrospective evaluation studies published by the EC Directorate-General (DG) for Competition. She has authored articles in industry publications, most recently examining competition distortions in the internal market in the context of the European Union’s Foreign Subsidies Regulation.

Dr. Głowicka is a director in BRG’s Berlin office. She advises clients in private litigation matters related to cartels, vertical agreements and abuse of dominance. She has testified as a court expert in a private litigation matter concerning excessive pricing and supported a complainant in an abuse of dominance complaint before the European Commission.

In merger control, Dr Głowicka has advised merging parties in proceedings before the EC and national competition authorities in Poland, Germany, Austria, the United Kingdom and Slovenia.

Dr. Głowicka has particular expertise in the evaluation of European State aid rules. She has coauthored retrospective evaluation studies published by DG Competition for State aid for banks in difficulty, the regional State aid framework, the State aid guidelines for railways and the State aid rules for environmental protection and energy. As part of this work, she managed international teams of consultants and academic researchers.

Lexology Index has recognised Dr Głowicka in its Competition and Germany reports as a recommended competition economist. She received the Antitrust Writing Award 2024 in the category of business articles on cross-border issues for a policy briefing on State aid to rail freight transport.

Before joining E.CA Economics in 2013, Dr. Głowicka worked at the Chief Economist team of DG Competition where she was involved in merger, antitrust and State aid case work and policy developments.

Dr. Głowicka holds a PhD in economics from Humboldt University of Berlin, where her research focused on the evaluation of State aid for rescue and restructuring of firms in difficulty.

Dr. Głowicka is fluent in English, German and Polish.
