David Black is a regulatory expert and economist with deep experience in designing and applying economic regulation, investment appraisal and market analysis in the water, energy and communications sectors across the United Kingdom, Europe, the Middle East and Asia–Pacific.
Mr. Black previously was chief executive of an economic regulator. He worked across a range of high-profile regulatory issues including price reviews, competitive procurement of major infrastructure, regulatory strategy, impact assessment, enforcement, climate change adaption and mitigation and consumer participation.
Mr. Black has worked with boards and executive teams of regulated companies, investors and regulators seeking to deliver improved outcomes for customers and society in the transition to net zero. He has advised investors on value creation, investment opportunities and regulatory risk in the regulated infrastructure sectors.
Mr. Black has led development of new regulatory models for the competitive procurement of major infrastructure in the water sector, enabling new investment and expertise to design and deliver major new infrastructure projects to meet future challenges of climate change and population growth.
Mr. Black has advised regulators and companies on the regulation of electricity networks and pricing and access to unregulated energy infrastructure. He has deep experience of price controls and appeals to regulatory determinations including price review methodologies, incentive frameworks, cost assessment and risk and return.
Mr. Black has advised telecommunication networks and regulators on regulation of fibre and mobile networks and access to spectrum.
