2026 Top Advisors on National Security and Foreign Investment

Foreign Investment Watch has selected Steve Klemencic among the 2026 top advisors on national security and foreign investment, an annual list of leading global experts who provide advice and counsel concerning foreign investment and national security in the US and abroad. Mr. Klemencic possesses significant experience assessing foreign investors for the Committee on Foreign Investment in the United States (CFIUS) and auditing and monitoring foreign transactions for their impact on national security. He has served as a compliance auditor, compliance monitor, and CFIUS advisor on numerous transactions. He has shared his experiences and insights on topics such as building trust with CFIUS and preparing for compliance and mitigation expenditures.

Mr. Klemencic previously was a senior analyst at the National Intelligence Council, where he developed and implemented the assessment process for the US intelligence community review of foreign investors entering a CFIUS transaction. The effort encompassed all member agencies of the US intelligence community and provided a structured process for identifying potential threats to US national security.
