The New Public Procurement Code: An Assessment of Its Impact on Italy’s Efficiency and Effectiveness

Francesco Lo Passo, Giordano Colarullo, and Leonardo Giuffrida coauthored an in-depth report evaluating the impact of the New Public Procurement Code (the “New Code”) enacted by Legislative Decree No. 36/2023, marking a strategic milestone in Italy’s National Recovery and Resilience Plan.
The report provides the first public-data analysis of the effects of the New Code in terms of efficiency and effectiveness and an estimation of the macroeconomic impact of the New Code on gross domestic product and employment.
