Is There Concern with the Rising Instability of Payment Benchmarks?
Medicare beneficiaries currently have an option for how they would like to receive their Medicare benefits. They can decide to receive benefits administered by either the Centers for Medicare & Medicaid Services (CMS) through the traditional Medicare program (fee-for-service or FFS) or a private insurance company as a member of a health plan (e.g., HMO or PPO) that contracts with Medicare. This alternative private program is known as Medicare Advantage (MA).
