Estimated Impact on Dual Eligibles from H.R. 1

The 2025 budget reconciliation law (H.R. 1) introduces significant changes to Medicaid eligibility and financing that will be acutely felt by beneficiaries who are dually enrolled in Medicare and Medicaid.
