Kim Hillenbrand

Kim Hillenbrand is an expert who has more than twenty years of experience in transportation and network industries, with a focus on railroad economics, regulatory policy, and competition analysis. Before joining BRG, he led economic and operational analysis at the US Surface Transportation Board’s Office of Economics, where he directed teams responsible for competition review, rate regulation, access pricing, passenger rail disputes, and service performance oversight. He has provided and supported expert testimony before the Surface Transportation Board, Federal Energy Regulatory Commission, state public utility commissions, and state courts.
