Kiefer Ahn

Kiefer Ahn, PhD, is an economist who works at the intersection of pharmaceutical innovation, regulatory policy, and competition economics. His doctoral research examined the intellectual property (IP) of pharmaceutical drugs and the effects of regulatory policies on innovation.

Dr. Ahn’s scholarly work has appeared in leading peer-reviewed journals and publications including International Review of Law and Economics, Health Affairs, and Law360. He also develops thought leadership on emerging issues in pharmaceutical regulation and innovation policy. His article “Looking for Patterns in Pharmaceuticals’ Use of AI Patents” was nominated for Concurrences’ 2025 Antitrust Writing Awards.

Before joining BRG, Dr. Ahn advised policymakers and business leaders on drug pricing, cost forecasting, and a range of questions related to IP and healthcare markets. He was an economic consultant, served as an economist for the US House of Representatives’ Energy and Commerce Committee, and conducted research as an academic scholar with the Johns Hopkins Drug Access and Affordability Initiative.
