Joint OIG Focus on Funding for Ukraine Response

In January 2023, the Department of Defense, US Agency for International Development (USAID), and Department of State Offices of Inspector General issued a Joint Strategic Oversight Plan for Ukraine Response. To date, US Congress has appropriated more than $113 billion to Ukraine response efforts in four supplemental appropriations across eleven government departments and agencies. The Ukraine Oversight Interagency Working Group was established to align oversight across these multiple agencies and to identify the areas of highest risk for fraud, waste, or abuse in connection with security, humanitarian, economic, and other assistance provided to help Ukraine in the war against Russia.

The Working Group issued its first report in March 2023, supplementing its January 2023 plan, identifying incidents of misuse of assistance to Ukraine, along with findings and recommendations with respect to Ukraine assistance. The USAID OIG recently published a Ukraine Investigations Dashboard for complaints and disclosures received from February 2022 to July 2023. The dashboard summary specifies the types of complaints and disclosures by allegation type for the eighteen-month period.

Transparency International, a global organization focused on stopping corruption, scored Ukraine at 33 on scale from 0 (highly corrupt) to 100 (very clean) in the 2022 Corruption Perception Index. Contractors that have received assistance related to the Ukraine response should continue to take measures in their procurement and reporting activities in anticipation of sustained efforts by the Working Group.
