Dr. Jeffery L. Ottesen PE, PSP, CFCC has more than thirty-two years of combined experience as an infrastructure planner, civil engineer, construction contracts manager, general contractor, scheduler, claims consultant, and expert witness.

He has completed hundreds of construction claims assignments domestically and internationally, across the heavy civil, building, power, transportation, pipeline, and process industries. He uses his design, construction, and contract management experience to strengthen analyses performed in his claims and testifying activities.

Dr. Ottesen is an accomplished lecturer and presenter, having taught for a combined six years at the college and university levels, and with contractors, lawyers, and owners. He has taught courses including mathematics, construction management, CPM scheduling, soils and foundations, research methods, and PhD collaboration courses. He has published numerous papers and coauthored articles that have become standards in daily industry practices.

Dr. Ottesen is a licensed professional engineer (PE) in Washington, Utah, and Texas. He is a certified Planning and Scheduling Professional (PSP) and Certified Claims and Forensics Consultant (CFCC). He possesses both a BS and MS in civil engineering and a PhD in construction management.
