Homer Winter specializes in construction and government contract cost accounting.
His experience includes preparation and evaluation of requests for equitable adjustment and/or claims for construction damages, change order pricing and review, contract termination pricing assistance, and cost allowability and allocability determinations under federal cost principles. He also has significant on-site construction experience, working directly with project management and personnel.
Mr. Winter also has significant experience in the application and interpretation of rules, regulations, and standards applicable to government contractors, including Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement, and Cost Accounting Standards (CAS) principles. Specifically, he has in-depth experience in government contracts compliance, having managed teams that replied to Defense Contract Audit Agency (DCAA) requests for information, resolved subcontractor claims, and responded to DCAA Audit Reports. Mr. Winter is skilled in communicating and working directly with the DCAA, Defense Contract Management Agency, and US Army Corps of Engineers.
