Andrew Mellor is a Chartered Quantity Surveyor, expert witness and claims practitioner who has twenty-seven years of construction experience working in private practice and for contracting organisations, twenty-two of which have been spent specifically providing expert services (quantum) and claims advice; preparing, evaluating and resolving claims; and managing the claims/dispute process and those participating therein.

Mr. Mellor has extensive experience in the detailed research, preparation and presentation of claims for additional time and money, combined with widespread involvement in the defence, rebuttal and resolution of claim submissions and disputes. Having researched and prepared entitlement submissions on behalf of contracting organisations and having carried out detailed deconstruction of claims submissions on behalf of employers and responding parties, he specialises in the provision of strategic and best-practice advice relating to the management and resolution of complex claims concerning changed circumstances.

Mr. Mellor’s experience in the management and resolution of disputes spans a diverse range of sectors and project types, including high-rise buildings, schools, hotels, hospitals, airports, process plants, nuclear decommissioning works, power stations, oil and gas, major tolled motorways, bridges and pipelines.

Mr. Mellor has extensive working knowledge of numerous major domestic and international contract forms, including FIDIC, NEC, ICE, JCT, GC-Works, JBCC and GCC, in addition to bespoke engineering, procurement and construction (EPC) forms. He also has detailed experience in numerous expert witness appointments on quantum issues as an assistant, lead assistant and expert.

Mr. Mellor regularly conducts seminars on issues ranging from delay analysis, extensions of time, risk allocation under domestic and international forms of contract, and the assessment of entitlement to additional payment in the context of delay, changed circumstances and acceleration.
