Okem Nwogu provides analytical and strategic insight for litigation and management consulting matters.

He has over fifteen years of experience in health analytics and the economic analysis of mergers, class certification, regulation, commercial damages, patents, and economic impact analysis. During the past six years, he has focused on consulting engagements involving the healthcare industry, where he has managed teams engaged in sophisticated financial forecast modeling, as well as damages analysis in investigations and complex litigation cases. Specifically, he designs and executes custom algorithms on claims, membership, financial, and other large, complex datasets to help derive strategic insight into healthcare-related issues.

Within the healthcare industry, Mr. Nwogu has worked on engagements involving commercial health insurers, pharmaceutical manufacturers, hospital systems, and healthcare data providers. He has supported expert analysis in disputes related to coding issues, Medicare/Medicaid overbilling, and ZPIC audits performed on behalf of the Centers for Medicare and Medicaid Services, in which he managed review and analysis of sampling methodology to assess validity of allegations.

He has also provided economic analyses in many high-profile antitrust and merger-related cases, including the application of econometric and quantitative analyses for assessing market definition, competitive effects, entry/repositioning, damages, and regulatory impact. He has utilized statistical software packages (i.e., SAS, STATA, Python) and predictive modeling for multivariate regression analysis to assist healthcare organizations in disputes where economic issues have to be assessed and where statistical methods are used to address questions of over‐ and underpayments and/or damages, as well as to estimate price effects in merger simulations.

Mr. Nwogu has provided services on economic issues related to liability and damages in antitrust and health claims fraud matters; and supported experts’ testimonies in litigation and presentations to government agencies on market definition, competitive effects in mergers, and both intellectual property and false claims act settlements. He has studied the economics of a broad range of healthcare industries and markets.
