Fernando Dominguez has twelve years of experience as a regulation and competition economist, specialising in the water and energy sectors. He has worked as both a consultant and a regulator and has a unique perspective of the interactions among the main stakeholders in regulated sectors.
Dr. Dominguez was a principal of economics at Ofwat, the Water Services Regulation Authority in England and Wales, where he worked for five years across a range of competition and economic issues, including price controls, econometric modelling, efficiency benchmarking, and menu regulation. He played a key role in developing the market and competition frameworks for biological resources and organic waste, as well as water resources.
Dr. Dominguez has broad experience in consultancy. He has advised companies in issues covering regulation, competition, assurance, and data quality. He also has experience in the provision of transactions due diligence in both the seller and buyer sides. In addition to supporting potential stakeholders in water companies to undertake regulatory due diligence, he was part of a broad team supporting a British multinational electricity and gas utility in a recent sale of its gas distribution networks.
Dr. Dominguez has broad experience working with regulators across jurisdictions that include Northern Ireland, Great Britain, Australia, Hong Kong, Panama, Oman, and Saudi Arabia. He has provided advice on a range of energy and water-sector issues, including price controls, efficiency assessments, assurance frameworks, sector structure, and tariff compliance. He has also been seconded to regulatory bodies, including Ofwat and Ofgem (Office of Gas and Electricity Markets), for which he helped develop Ofgem’s new quality incentives for RIIO Gas Distribution price control (RIIO-GD2).
