Neil Librock specializes in consumer credit issues and has significant experience in strategic planning, mergers and acquisitions, due diligence process and portfolio valuation, mortgage operations, forecasting and analysis, and small business loans.

He is a former executive vice president at Wells Fargo, where he was responsible for a $400-billion consumer loan portfolio, including mortgage, auto, credit card, student loan, and small business loans. He directed the due diligence review and integration of loans from Wells Fargo’s Wachovia Bank acquisition. He has also run collections, home equity, and jumbo mortgage operations for major banks including Citicorp and Bank of America.

In his position at Wells Fargo, Mr. Librock provided oversight of all phases of consumer lending and was a member of key executive committees, including Sarbanes-Oxley Disclosure, Allowance Approach, and Loan Repurchase Reserve. He directed consumer credit due diligence activities and worked with capital markets groups for portfolio valuations and pricing. He managed the corporate Allowance for Loan Losses and directed consumer credit loss forecasts and analysis for annual Federal Reserve stress tests. He was instrumental in establishing a risk-appetite framework. He chaired Basel II working groups, fostered development of MSA-based real estate valuation tools, and developed and delivered web-based credit training.

Mr. Librock has extensive experience working with banking regulators, rating agencies, and stock analysts. He was particularly active explaining and quantifying the credit performance of the Pick-a-Pay mortgage portfolio from the Wachovia Bank acquisition. He has testified before the California State Assembly, has been quoted in the Wall Street Journal, and frequently presented to the Wells Fargo board of directors.

Mr. Librock has been involved in training and education throughout his financial services career and is currently an instructor on the finance faculty at California State University East Bay.
