Jessica C. Colarusso

Jessica C. Colarusso has more than twenty years of healthcare information technology experience working extensively with integrated electronic health record (EHR) and clinical documentation improvement systems.

Her expertise incorporates aspects of management consulting, EHR product development best practices, regulatory interpretation and compliance, product management, and marketing and implementation. She has collaborated with private and public healthcare organizations and EHR developers across the United States, Europe-Middle East-Africa (EMEA), and Asia-Pacific (APAC), advising in matters related to regulatory evolution and compliance, complex EHR development, implementation, and outcome based workflow transformation.

Ms. Colarusso has been engaged on all federally mandated healthcare IT initiatives, including Meaningful Use, Clinical Quality Measures, and Medicare Access and CHIP Reauthorization Act of 2015, since their inception.

Ms. Colarusso has provided contextual advisory services to EHR developers with regard to The Office of the National Coordinator for Health Information Technology (ONC) Health IT Certification Program certification and disclosure requirements for 2011-2015 certification editions. This body of work includes current state software evaluations, certification gap analysis, product management and development translation, certification audits, and design of future state workflows.

Ms. Colarusso has provided litigation support and advisory services regarding the evolution of complexities, timelines, and variability of the EHR Incentive Programs and their impacts to developers and the industry. She has led and coordinated expert teams responsible for reviewing source code, deciphering the impact of evidence, and developing defense strategies to mitigate potential risk to EHR developers. She has advised healthcare information technology companies and their legal counsel in implementing Corporate Integrity Agreements (CIAs), as well as negotiating CIA terms with the Department of Justice, the Office of Inspector General, Department of Health and Human Services, and other governmental agencies.

Ms. Colarusso uses her deep understanding the EHR Incentive Programs to inform the use of structured and unstructured data needed to assess allegations of fraud, noncompliance with CMS federal regulations. She has led a team of experts through the development of damages models to inform healthcare information technology clients and their counsel of potential liability and exposure, allowing them to make data-driven decisions in the face of complex healthcare information technology disputes and investigations.
