Frank Regnery has more than forty years of experience in the construction industry. He is a Professional Engineer with extensive construction industry and litigation experience.

He advises domestic and international clients on a range of topics related to the development or defense of construction claims, including delay analysis, damages quantification, contract terminations, troubled project workouts, and change order negotiations. Additionally, he has conducted numerous construction fraud investigations and closeout/cost recovery audits.

Over his career, Mr. Regnery has analyzed a wide variety of construction projects across several industries. He is considered an expert in schedule delay analysis and construction claim–related damages. The types of projects include power generation, offshore and onshore oil and gas facilities, manufacturing and process plants, pipelines, water treatment facilities, hotels and resorts, commercial buildings, multifamily residential, and transportation. Mr. Regnery has qualified as an expert witness and has testified in ICC arbitrations, AAA arbitrations, state and federal courts, and numerous mediations.

Before joining BRG, Mr. Regnery was a partner in the New York office of a Big Four accounting firm’s Capital Projects Consulting practice. In that role, he concentrated on construction and real estate matters, with a strong emphasis on advising clients in project delivery, financial due diligence, and cost recovery audits. Mr. Regnery began his career in the oil and gas industry, first as a structural engineer for a construction engineering firm and then as a senior construction engineer with a major oil company. He had more than seventeen years of construction industry experience before becoming a consultant and has served in various senior management positions within the construction industry.

Mr. Regnery’s notable consulting experience includes the shutdown or takeover of several projects, along with work on multibillion-dollar quantum and delay claims involving overseas projects related to the oil and gas industry. One project included the closeout of a $1.2 billion hospitality project for which the project owner was undergoing reorganizations. Another project involved the preparation of claims and time extensions for one of the prime contractors constructing a water filtration plant, which was the largest public-sector project in the US at the time. He and a team of professionals were on site for several years assisting their client.

Mr. Regnery is a member of the American Bar Association, Association for the Advancement of Cost Engineers International, American Society of Civil Engineers, and National Association of Construction Auditors.
