Andrei Soltan is a director in BRG’s Global Construction practice, based in the firm’s Singapore office. A qualified engineer, he has over ten years of global experience in the construction sector, based between Singapore, London and Bucharest.

An expert in matters of delay and programming, Mr Soltan has experience across the disputes spectrum. He has both been appointed as an expert and testified on several occasions (International Chamber of Commerce and Dispute Adjudication Board). He has worked on projects across the globe with values of up to $1.3 billion and disputed values in excess of $400 million. His experience spans the infrastructure, power, industrial and manufacturing, real estate, utilities, transportation and technology sectors.

Mr. Soltan specialises in providing clarity and focus to clients identifying critical and near-critical delay periods on projects and the potential causes of those delays, utilising a range of advanced analysis techniques including time impact/windows, impacted as-planned, and as-planned versus as-built. He has been appointed as a delay expert and has acted as an assistant to the named expert on eleven occasions. He also has assisted in the production of delay expert reports, reply reports, joint statements and delay analysis for varied disputes alongside presenting during DAB adjudication proceedings.

Leveraging his background in planning, quality management, and health and safety, Mr. Soltan brings an on-site understanding of management systems, design supervision and work contract execution compliance, and planning, delay and civil engineering issues. He combines this with strong data analytics skills and can efficiently extract, organise and interpret data alongside project teams.

A native Romanian speaker, Mr. Soltan holds a Dipl-ing. from the Faculty of Engineering and Management of Technological Systems at the University Politehnica of Bucharest. He studied on the Bachelor of Engineering (Honours) in Mechanical Engineering at the Galway-Mayo Institute of Technology, Republic of Ireland, as a Socrates student.

Mr. Soltan is an accredited expert and has undertaken Legal Experience Training’s Advanced Professional Award in Expert Witness Evidence training. The accreditation is a Level 7 BTEC, which is at the level of a master’s degree. He has completed the assessments and has been awarded the Advanced Professional Award in Expert Witness Evidence.
