National Security Regulation of Foreign Investment Is Globalization’s 'New Normal'

Harry Broadman writes that the world is in its first phase of proliferating national security regulation of foreign direct investment (FDI). This is radically different from when he was a member of the Committee on Foreign Investment in the United States (CFIUS) in the 1990s, and the US was largely alone engaging in such practices. In that era, Japan (not China) was viewed as the primary economic adversary.
