Chicago Mayor Rahm Emanuel and Illinois Attorney General Lisa Madigan have selected four finalists for the role of independent monitor to oversee the Chicago Police Department during a court-mandated reform. Jeffrey Cramer would act as the principle deputy monitor for legal issues, collect data, and track the department’s compliance.
