Laude José Fernández has over 15 years of experience as an expert in the areas of intelligence and security, including Foreign Corrupt Practices Act and fraud investigations, detection, and prevention, as well as business and government intelligence. Since 1998, he has also consulted on security and intelligence strategies.
Mr. Fernandez was previously an external consultant for the National Army of Colombia’s intelligence division (D-2). His professional experience also includes roles at the Departamento Administrativo de Seguridad in Colombia (DAS, equivalent in English to the Colombian Intelligence Organization, similar to the Federal Bureau of Investigation in the United States). In 1989, he served as a delegate of the DAS for the National Committee of Normalization. His strategic analysis positions included analyst of Intelligence, general director of Intelligence, and leader of Counterintelligence, as well as management of intelligence sources. In 1993, he was the liaison officer for the Italian Anti-drugs Office in conjunction with the Italian Embassy.
Mr. Fernandez previously worked as a judge at a municipal court in Cundinamarca. His experience also includes the research and strategic analysis of alternative political, legal, and economic policies for the regional economic development of Meta, a geographical department in Colombia.
Mr. Fernandez has completed courses on the sources of intelligence and secret intelligence and human sources, provided by the British Intelligence Services (SIS, also known as MI-6); and on money laundering control and incident management from the U.S. Department of State. He has also studied international terrorism, superior political studies, strategic intelligence, and operative analysis of organized crimes. Additionally, he has more than 10 years of experience leading conferences and participating at seminars.
