Clifford Stokes has served as an owner’s representative and team leader for over 35 years on major capital projects and owner building programs. His expertise and knowledge of the project process allow him to begin during pre-planning with the user and continue into development of the full project program. He has managed the development of project budgets and early schedules used to seek financial and project approval. As a licensed architect, he takes a hands-on approach to the design management process and maintains that continuity into the construction phase and jurisdiction approval.
In the early 1990s, Mr. Stokes began developing RFP documents for owners, including agreements, general conditions, specifications, and proposal selection criteria. Working in the University of California system, he played a key role in developing design-build (DB) procedures and documents that have become the boilerplate for DB delivery within the system. His expertise in RFP document development has led to him to provide a thorough background for RFP support of multiple delivery methods, including DB delivery, traditional contract deliveries, integrated project delivery, and Construction Management at Risk guaranteed maximum price and multi-prime agreements.
Mr. Stokes’ project experience includes healthcare, medical office building facilities, research laboratories with both wet and dry lab space, academic buildings, athletic facilities (including an NCAA baseball stadium), performance venues, data centers, infrastructure, tenant improvements and renovations, federal projects, and K–12 education. He has completed projects with budgets exceeding $200 million.
